ارزیابی عدالت فضایی ساختاری-توزیعی با تأکید بر نقش مدیریت شهری (مطالعه موردی: شهر ارومیه) |

برای ارزیابی و نهادینه‌سازی عدالت بایستی مدیریت شهری توأمان به فرآیندهای تصمیم سازی و نتایج و آثار و پیامدهای توسعه توجه کند و در تلاش برای کشف ساختارها و لایه‌های زیرین ایجادکننده بی‌عدالتی و نابرابری در شهرها و بررسی نتایج توزیعی از جنبه‌های عادلانه و یا ناعادلانه بودن باشد. براین اساس، هدف اصلی مقاله حاضر، ارزیابی عدالت فضایی با تأکید بر نقش مدیریت شهری می‌باشد که براساس آن عدالت را در سایه فرآیندهای تصمیم‌سازی (عدالت ساختاری) و آثار و پیامدهای توسعه (عدالت توزیعی) را موردبررسی قرار می‌دهد؛ بنابراین، مفهوم و ابعاد عدالت و عدالت فضایی، شیوه‌های ارزیابی آن و معیارهایی که می‌توانند جهت ارزیابی آن در اسناد و سنت‌های برنامه‌ریزی نظیر طرح‌های جامع شهری و نیز در توزیع فضایی پیامدهای توسعه به کار گرفته شوند، از مباحثی هستند که در این پژوهش موردتوجه هستند. از اطلاعات و داده‌های جی‌ای اسی سرشماری 1395 و اطلاعات کاربری‌های برداشت‌شده توسط معاونت شهرسازی و معماری شهرداری ارومیه در سال 1399 برای بررسی عدالت توزیعی و گردآوری اسناد و مدارک طرح جامع برای بررسی عدالت ساختاری بهره گرفته شده است. مهم‌ترین یافته این مطالعه، تدوین چارچوبی برای ارزیابی عدالت فضایی در برنامه‌های توسعه شهری (با روش تحلیل گفتمان کیفی با تأکید بر شبکه نشانه‌شناسی فردینان دوسوسور) و توزیع فضایی آثار و پیامدهای توسعه (با استفاده از مدل‌های کمی و فضایی در GIS) و نهادینه‌سازی آن با تأکید بر نقش مدیریت شهری است. نتایج نشان داد که سند طرح جامع ارومیه درمجموع سطح بسیار پایینی و حداقلی از عدالت را مدنظر قرار داده است و این موضوع (عدالت) را از زوایای کمتری موردتوجه قرار داده است و تعبیر سند از عدالت فضایی بیشتر بر بعد کالبدی معطوف است. در رابطه با ارزیابی عدالت توزیعی باید گفت که نابرابری‌های زیادی بین مناطق و نواحی شهر ارومیه از حیث توزیع فضایی و دسترسی ساکنین به خدمات وجود دارد. درواقع پراکنش کاربری‌ها و توزیع آن‌ها عادلانه نیست و غالباً در نواحی مرکزی متمرکزشده‌اند و لذا دسترسی ساکنین به‌ویژه نواحی حاشیه‌نشین به خدمات بسیار نامناسب می‌باشد. |

In order to institutionalize justice, urban management should pay attention to both decision-making processes (structural justice) and results and effects and consequences of development (distributive justice) and try to discover the structures and underlying layers that cause injustice and inequality in cities and examine distributional results from fair aspects. Or be unfair. Accordingly, the main purpose of this article is to evaluate spatial justice by emphasizing the role of urban management, based on which justice is examined in the light of decision-making processes (structural justice) and the effects and consequences of development (distributive justice(. Therefore, the concept and dimensions of justice and spatial justice, its evaluation methods and criteria that can be used to evaluate it in planning documents and traditions such as comprehensive urban plans and spatial distribution of development consequences, are among the topics considered in this study. are. The information and data of the GEC census of 2016 and the information of the uses collected by the Deputy of Urban Planning and Architecture of Urmia Municipality in 2021 have been used to study distributive justice and to collect the documents of the comprehensive plan to study structural justice. The most important findings of this study are the development of a framework for evaluating spatial justice in urban development programs (by qualitative discourse analysis with emphasis on the semiotic network of Ferdinand Dossussor) and the spatial distribution of development effects and consequences (using quantitative and spatial models in GIS) and institutionalization. It emphasizes the role of urban management. The results showed that the document of the comprehensive plan of Urmia in general has considered a very low and minimal level of justice and has considered this issue (justice) from less angles and the interpretation of the document of spatial justice is more focused on the physical dimension. Regarding the evaluation of distributive justice, it should be said that there are many inequalities between the regions and districts of Urmia in terms of spatial distribution and residents' access to different services and uses. In fact, the distribution of land uses and their distribution is not fair and they are often concentrated in the central areas, so the access of residents, especially in the suburbs, to services is very inadequate. |
