عنوان فارسی ارزیابی معیارهای موفقیت آمیز مشارکت عمومی-خصوصی در توسعه شهر شیراز
چکیده فارسی مقاله مقدمه و هدف پژوهش: نیازهای جدید شهری و توسعه شهرها، دولت‌های مرکزی را با کمبود منابع مالی جهت تأمین خدمات شهری مواجه کرده است. این موضوع به‌ویژه در زمینه تأمین مالی پروژه‌های شهری از دید بخش خصوصی و بخش عمومی و به‌طور خاص، شهرداری‌ها جذابیت و اهمیت خاصی پیداکرده است. هدف اصلی این تحقیق این است که درک اینکه چه میزان شهرداری های ایران آماده و مایل به استفاده از PPP در پروژه های توسعه شهری هستند و میزان آگاهی آنها از چگونگی اجرای آنها‌، که ممکن است بر موفقیت پیاده سازی تاثیر بگذارد در پروژه می‌باشد. روش پژوهش: این تحقیق به منظور شناسایی معیارها و فرصت‌ها برای پیاده سازی موفق PPP در توسعه شهری طراحی شده است. روش انجام کار به صورت پرسشنامه ای و انجام مصاحبه با خبرگان و سرمایه گذارانی بوده که با روش مشارکت عمومی-خصوصی در پروژه های شهری سرمایه گذاری کردند و همچنین، پیمانکارانِ عمرانیِ شهرداری که تمایل به شرکت در پروژه های ppp  داشته اند. بر اساس روش کوکران، حجم نمونه گیری 104 نمونه برآورد گردید. نتایج پژوهش: نتایج، با توجه به آزمون تطابق کندال و آزمون فریدمن، گویای آن است که از میان عوامل آمادگی سازمان‌ها برای قوانین و مقرارات  بالاترین رتبه را در موفقیت آمیز بودن پروژه های توسعه شهری داشته اند. تدوین راهنماها و منابع اطلاعاتی در این زمینه یکی از اقدامات مؤثر برای ظرفیت‌سازی و رفع ابهامات و سوءتفاهم‌های احتمالی در مورد مشارکت عمومی- خصوصی است.

عنوان انگلیسی Evaluation of the successful criteria of public-private partnership in the development of Shiraz city
چکیده انگلیسی مقاله Introduction and Objectives of the research: New urban needs and urban development have caused central governments to face a lack of financial resources to provide urban services. This issue, especially in the field of financing urban projects, has attracted the attention of the private sector and the public sector, and in particular, the municipalities. The main objective of this research is to understand how much of the municipalities are prepared and willing to use PPP in urban development projects and how well they know how they can be implemented, which may affect the success of the project. Method: This research is designed to identify the criteria and opportunities for the successful implementation of PPP in urban development. The method of doing the work was a questionnaire and conducted interviews with experts and investors who invested in public projects through public-private partnership, as well as municipal construction contractors who were willing to participate in ppp projects. According to Cochran method, sampling volume was estimated at 104 samples. Results: According to Kendall's fit test and Friedman test, the results indicate that among the factors of readiness of organizations for laws and regulations, they have had the highest rank in the success of urban development projects. The development of guides and information resources in this area is one of the effective measures for capacity building and eliminating possible ambiguities and misunderstandings about public-private partnerships.
