عنوان فارسی تحلیل نقش شهرداری به عنوان ارگان اصلی مدیریت شهری و اثرات آن بر ساختار فضایی شهر بابل
چکیده فارسی مقاله مقدمه و هدف پژوهش: ساختار فضایی محصول فرایند (تحولات و شکل‌گیری) سازمان فضایی است که در این فرایند نظامات فضایی اسکان و فعالیت بر سطح یا پهنه شهری سازمان می‌یابد و دارای پایداری نسبی است. شهرداری در وجه حاکمیتی خود فاقد الگوی نظام‌مند در روابط با مردم است که این مسئله با ساختار شهر در تعارض است. چالش میان این دو یعنی سرشت غیر مشارکتی مدیریت شهری و ساختار مشارکتی شهر، چالشی است که شهر بابل با آن همواره روبرو بوده است. در این پژوهش سعی شده است ضمن بررسی عمل آشفتگی فضایی شهر بابل میزان نقش اقدامات شهرداری و تأثیر آن در ساختار فضایی شهر مورد بررسی قرار گیرد. روش پژوهش: مقاله حاضر با استفاده از روش تحلیلی – توصیفی و مرور متون و منابع و تشریح نقش شهرداری به عنوان رکن اصلی مدیریت شهری و تأثیر آن بر ساختار فضایی شهر بابل با استفاده از تکنیک SWOT به این موضوع می­پردازد. یافته‌ها: یافته­ها نشان داد شهرداری به عنوان مهم‌ترین رکن مدیریت شهری نقش بسزایی در ساختار فضایی شهر بابل و شناسایی درست توان­ها و مشکلات و محدودیت‌ها جهت ارائه راه‌کارهای مناسب و بهره‌گیری از تصمیمات مدیریتی کارا و کنترل تغییرات سیمای شهر بابل داشته و هدایت‌کننده آن به گونه‌ای است که از مخدوش شدن سیمای شهر از لحاظ کالبدی، اقتصادی، اجتماعی، فرهنگی و زیست‌محیطی، جلوگیری نماید تا از این طریق ساختار فضایی شهر چه در ارتباط با گذشته و چه در رابطه با اجزای متشکله در حال حاضر حفظ شود. نتیجه‌گیری: تغییر مکرّر متصدّیان مسئولیت‌های مرتبط با مدیریت شهر و در نتیجه ضعف کارایی آن‌ها، همچنین تعدد مراجع تصمیم‌گیری در امور مدیریت شهری و موانع پیش روی شهرداری در انجام وظایف محوله خود منجر به شکل‌گیری زائده‌های فیزیکی در پیکره شهر بابل شده است.

عنوان انگلیسی Analysis the role of Municipality as the main organ of Urban Management and its effect on Spatial Structure of Babol City
چکیده انگلیسی مقاله Introduction and Objective: Spatial structure is the product process (evolutions and formations) of spatial organization that in these process spatial systems of resident and activities in the surface or urban areas is organized and have relative sustainability. The municipality in its governance form has lack of systematic pattern in relation with people that this problem is in conflict with urban structure. The challenge between non participation essence of urban management and urban participation structure is a problem that Babol city is encounter with them. in this paper is attempted to investigate the spatial confusion of Babol city and also the role of the municipality and its impact on urban spatial structure. Methods: This paper uses analytical – descriptive method and describe municipality role as a main base of urban management and its effect on spatial structure of Babol city which is used SWOT technique. Results: The result shows that municipality as the most important side of urban management has significant role in Babol spatial structure and identifies the exact opportunities and weaknesses for providing suitable solution and uses efficient management decision and controls the changing the image of Babol city and leads it in a way that it prevents the distortion of the image city from physical, economical, social and environmental aspects until the special structure of city in relation both with past and its components  is preserved. Conclusion: Frequent change of officers with management responsibilities and thus poor performance and also multiplicity of decision-making authority in matters of urban management and obstacles facing the municipality in performing their duties has caused outcrop physical excrescence in the structure of Babol city
