عنوان فارسی ارایه الگوی توانمندسازی در جوامع روستایی در برنامه ابتکارات جامعه‌محور
چکیده فارسی مقاله دریافت: 21/2/94 پذیرش: 25/5/94 چکیده مقدمه: هدف از برنامه ابتکارات جامعه‌محور، دستیابی به کیفیت بهتر زندگی از طریق توسعه اقتصادی- اجتماعی و توانمند نمودن جامعه به منظور افزایش کنترل آن‌ بر مؤلفه‌های تأثیرگذار بر سلامت است. هدف از این مقاله، ارایه الگوی توانمندسازی اجتماع‌محور به عنوان سنگ‌بنای این برنامه می‌باشد. روش کـار: به منظور ارایه الگوی مناسبی برای توانمندسازی جامعه محلی، علاوه بر مرور تجارب ملی و بین‌المللی، تیمی از متخصصان حوزه توانمندسازی به عنوان کمیته مشورتی تدوین الگو شکل گرفت. تعداد 10 جلسه مشورتی با مشارکت 11 نفر از متخصصان، به منظور تبیین اهداف و اجزای الگو برگزار شد و الگوی استخراج شده در یک کارگاه دو روزه با حضور 15 نفر از کارشناسان برنامه ابتکارات جامعه‌محور، مورد نقد و بررسی قرار گرفت. یافته‌ها: الگوی توانمندسازی در چهار جزء و 18 گام اجرایی تدوین گردید. این اجزا شامل فراهم‌سازی زمینه‌های اجرا، پیاده‌سازی فرایند توسط تیم داوطلب روستا، پایش و ارزشیابی و مستندسازی تجارب و فعالیت‌های برنامه می‌باشد. برای هر یک از این اجزا، گام‌های اجرایی که می‌بایست توسط سازمان متولی یا جامعه محلی برداشته شود مشخص گردید. نتیجه‌گیری: الگوی ارایه شده، مطابق با اصول توانمندسازی اجتماع‌محور برای جامعه محلی و متولیان برنامه، گام‌های اجرایی را مشخص نموده است. این الگو می‌تواند در جهت تأمین اهداف طرح تحول نظام سلامت در ارایه خدمات بهداشتی در مناطق حاشیه‌نشین و سکونت‌گاه‌های غیررسمی شهرها و ﺑﺮای ﮐﺸﻮرﻫﺎی ﻋﻀﻮ ﻣﻨﻄﻘﻪ ﻣﺪﯾﺘﺮاﻧﻪ‌ ﺷﺮﻗﯽ ﺳﺎزﻣﺎن ﺟﻬﺎﻧﯽ ﺑﻬﺪاﺷﺖ ﮐﻪ درگیر اجرای برنامه ابتکارات جامعه‌محور هستند خطوط راهنما ارایه دهد. گل‌‌واژگان: توانمندسازی، الگو، ابتکارات جامعه‌محور، توسعه روستایی

The purpose of this paper was to provide community-based empowerment model as a cornerstone of this program. Methods: In order to provide an appropriate model for empowering rural community, a review of existing literature at national and international level was conducted. Furthermore, a team of specialists in the field of empowerment was formed as an advisory committee. Results: Empowerment model including four components and 18 steps was developed. Components included: groundwork, implementation of process by the rural volunteers, monitoring and evaluation, and documentation of experiences and activities. For each of these components, the practical steps which should be taken by the authorities or local communities were identified. Conclusion: Developed Empowerment Model, in accordance with the principles of empowerment has identified the practical steps for the local community and authorities. This model can be used to meet the objectives of health reform in delivering primary health services in suburban areas and informal settlements. Furthermore, it can provide guidance for countries in WHO Eastern Mediterranean Region who are involved in different stages of community- based initiatives.
