زمینه و هدف: صیانت پیش رویدادی، جلوگیری از ارتکاب تخلف و جرم توسط کارکنان با تکیه بر تقویت عناصر درونی و اصلاح و
کنترل عوامل محیطی با توجه به تهدیدات برون سازمانی و یکی از مطالبههای اصلی فرمانده معظم کل قوا)مدظلهالعالی( و سلسله مراتب
فرماندهی بوده که با عنایت به تحول و توسعه روزافزون راهبردها و سیاستهای دشمنان در مقابله با ن.م و تغییرات سریع اجتماعی ،
اقتصادی و فرهنگی درصورت عدم شناخت الزامات و بایسته های تحقق این موضوع مهم ، امکان ایجاد انسجام و ارتباط مناسب و سازنده
بین سیاستگذاری، برنامهریزی و تحقق کارکرد و حل نظاممند و هدفمند مسایل صیانت پیشرویدادی حاصل نخواهد شد. بنابراین هدف
این تحقیق شناخت الزامات و بایسته های تحقق صیانت پیش رویدادی از کارکنان فراجا بوده است.
روششناسی: این تحقیق به روش دلفی انجام شده است . برای گردآوری اطلاعات از پرسشنامه در طی سه مرحله استفاده کردیم. برای
این کار دیدگاه های جمع آوری شده از ادبیات نظری و پیشینه تحقیق در رابطه با ابعاد و مولفه های مورد مطالعه قرار گرفت. در این راستا
از طریق روش دلفی ، پرسشنامه ای تهیه و در بین 11 نفر از خبرگان شاغل در در بازرسی کل فراجا، ساعس، ساحفا، معاونت نیروی
انسانی و رده های متناظر در معاونت های ستادی، پلیس های تخصصی و فرماندهی انتظامی استان ها بوده که دارای مدارک
مدیریت راهبردی ، مدیریت منابع انسانی، جرم یابی ، مدیریت پیشگیری از جرم، مدیریت « تحصیلی دکتری در رشته های
بوده اند توزیع شد برای تعیین میزان اتفاق نظر میان اعضای پانل دلفی از ضریب هماهنگی » آموزشی ، مدیریت دانش و آینده پژوهی
کندال استفاده گردید.
الزامات و بایسته های ارزشی و « : یافته ها: الزامات و بایسته های تحقق صیانت پیش رویدادی به ترتیب اولویت عبارتند از
.» بینشی، فرماندهی و مدیریتی، فردی ، سازمانی ، امنیتی ایمنی و آموزشی پژوهشی
نتایج : متناسب با یافتههای تحقیق میتوان نتیجه گرفت که مهمترین الزامات و بایسته های تحقق صیانت پیش رویدادی به
ارتباط صمیمی، عادلانه و به دور تبعیض فرماندهان با زیرمجموعه- نظارت و کنترل مستمر و برنامه ریزی شده، هدفمند، « ترتیب
هوشمندانه و اثربخش- برخورد به موقع و بدون اغماض با افراد متخلف- توجه ویژه به مشکلات مادی و معیشتی کارکنان-
تقویت فرهنگ شهادت، ایثار و حفظ دستاوردهای دفاع مقدس- صدور دستور قابل اجرا و متناسب با مقدورات سازمانی-
ترویج فرهنگ انجام به موقع فرایض دینی- پرداخت به موقع و متناسب اضافه کاری و حق ماموریت و سایر مزایای استحقاقی
کارکنان - پرهیز از صدور دستورات احساسی و یا مغرضانه و ترویج فرهنگ خود را ارزشمند دانستن و دوری جستن از خطا و

Background and Objective: Pre-event protection is preventing employees from committing violations and crimes by relying on strengthening internal elements and correcting and controlling environmental factors with respect to external threats. It is one of the main demands of the Supreme Commander-in-Chief (Supreme Commander) and the command hierarchy. Considering the increasing evolution and development of enemy strategies and policies in confronting terrorism and rapid social, economic and cultural changes, if the requirements and necessities for realizing this important issue are not recognized, it will not be possible to create coherence and appropriate and constructive communication between policymaking, planning and the realization of the function and the systematic and purposeful solution of progressive security issues. Therefore, the aim of this research was to identify the requirements and necessities for realizing pre-event protection of Faraj employees. Methodology: This research was conducted using the Delphi method. To collect information, we used a questionnaire in three stages. For this, the views collected from the theoretical literature and research background were analyzed in relation to the dimensions and components studied. In this Through the Delphi method, a questionnaire was prepared and distributed among 11 experts working in the General Inspectorate of Farajah, SAAS, Sahfa, Deputy of Human Resources and corresponding ranks in the Deputy Headquarters, Specialized Police and Provincial Police Commands who have degrees in strategic management, human resources management, crime detection, crime prevention management, management, education, knowledge management and future studies. Kendall's coordination coefficient was used to determine the level of consensus among the Delphi panel members. Findings: The requirements and requirements for realizing pre-event protection in order of priority are: Visionary, command and management, individual, organizational, security, safety and educational research. Results: In accordance with the research findings, it can be concluded that the most important requirements and requirements for realizing pre-event protection are: intimate, fair and non-discriminatory communication between commanders and their subordinates - continuous and planned, targeted monitoring and control, Intelligent and effective arrangement - Dealing with violators in a timely manner and without complacency - Paying special attention to the material and livelihood problems of employees - Strengthening the culture of martyrdom, sacrifice and preserving the achievements of the sacred defense - Issuing enforceable orders in accordance with organizational capabilities - Promoting the culture of performing religious duties on time - Paying overtime and mission rights and other benefits to employees on time and in accordance - Avoiding issuing emotional or biased orders and promoting a culture of valuing oneself and avoiding mistakes and slips. » Slips |
