ارائه مدل مدیریت گذار انرژی برای گسترش و توسعه زنجیره محصولات شیمیایی مشتق از نفت و گاز در ایران |

هر تغییر گسترده در سطح جامعه مستلزم نگرشی سیستمی و درک ارتباط اجزای موثر آن برای تصمیم گیری و شناخت بهتر است. یکی از این تغییرات سیستمی، وقوع گذارهای انرژی در کشورهای مختلف است که منبعث از تحولات سیاسی- اجتماعی و حوزه فناوری رخ می‌دهد. در ایران نیز بر پایه تغییرات پیش رو، گذار در حوزه انرژی، در آینده‌ای نزدیک اجتناب‌ناپذیر است. از این رو لازم است بیش از آنکه اثرات نامطلوب آن بر جامعه نمایان شود، تلاش کرد تا آن را به نحو درست مدیریت کرده و مسیر گذار متناسب با اهداف کلان کشور تنظیم گردد.این پژوهش با تمرکز بر جهت گیری حرکت کلان صنعت نفت و گاز (به عنوان مهمترین زیرشاخه های گذار انرژی)، به طرف گسترش زنجیره ارزش، ابتدا شبکه بازیگران این صنعت را شناسایی کرده، سپس با بهره گیری از نگرش فعالین این شبکه ،موانع توسعه زنجیره ارزش نفت و گاز در کشور را معرفی کرده است.در نهایت با بهره گیری از قواعد نظریه مدیریت گذار، یک مدل تصمیم گیری در راستای گذار این صنعت به سمت گسترش زنجیره ارزش نفت و گاز ارائه شده است.

Any extensive change at the level of society requires a systemic approach and understanding the relationship of its effective components for better decision-making and understanding. One of these systemic changes is the occurrence of energy transitions in different countries, which originates from political-social and technological developments. In Iran, based on the upcoming changes, the transition in the field of energy is inevitable in the near future. Therefore, it is necessary to try to manage it properly and adjust the path of transition in accordance with the country's overall goals, rather than showing its adverse effects on the society. This research, focusing on the direction of the macro movement of the oil and gas industry (as the most important sub-sectors of the energy transition), towards the expansion of the value chain, first identified the network of actors in this industry, then using the attitude of the activists of this network, the obstacles to development has introduced the value chain of oil and gas in the country. Finally, by using the rules of transition management theory, a decision model has been presented in line with the transition of this industry towards the expansion of the oil and gas value chain.
