بازخوانی اهداف نظامی و غیرنظامی در جنگ دریایی از منظر حقوق بین‌الملل با ارائه رویکردهای آموزشی |

هدف قراردادن اهداف نه‌تنها حیاتی‌ترین، بلکه یکی از چالش‌برانگیزترین فرآیندها در جریان عملیات نظامی می‌باشد. هنگام هدف‌گیری، تلاش‌ها باید بر روی موفقیت بر شناسایی و اولویت‌بندی اهداف در هر دو سطح عملیاتی و تاکتیکی متمرکز شده باشد. مسائل هدف‌گیری همیشه مرکزیت جنگ را به خود اختصاص داده است، اما در قرن بیست و یکم عوامل مختلفی بروز یافته‌اند تا این وظیفه اساسی فوق‌العاده پیچیده شود. در خصوص جنگ دریایی، به‌علت ماهیت پیچیده و محیطی آن مسائل مختلف برجسته‌ای مطرح‌شده است که نوعاً نسبت جنگ زمینی یا هوایی متفاوت است. ازاین‌رو این کاملاً قابل‌فهم است که افسران نیروی دریایی وظیفه‌دارند تصمیمات هدف‌گیری را در پرتو قواعد به‌نحوی اتخاذ نمایند که تصمیمات آنها به‌آسانی تمایز بین اهداف مجاز و غیرمجاز در حمله را نشان دهد. بااین‌حال، ترسیم این هدف، به‌واسطه به‌کارگیری فناوری‌های نوین، حضور و مداخله کشتی‌های تجاری و دیگر اشکال جنگ غیرمنظم، و حضور افراد غیرنظامی در عرصه دریا، متخاصمین را در اتخاذ هدف-گیری در پرتو حقوق جنگ دریایی با مشکلاتی مواجه می‌نماید. ازاین‌رو، این مقاله در نظر دارد با بازخوانی اهداف نظامی و غیرنظامی در جنگ دریایی از منظر حقوق بین‌الملل، قواعد هدف‌گیری را موردبحث و بررسی قرار دهد و با ارائه رویکردهای آموزشی زمینه اعمال و رعایت آنها را فراهم آورد. روش تحقیق نوشتار حاضر، توصیفی تحلیلی، و روش جمع‌آوری اطلاعات کتابخانه‌ای-استنادی است. یافته‌های تحقیق نیز حاکی از آن است علیرغم پیچیدگی‌های محیطی جنگ دریایی، هرنوع هدف-گیری باید با رعایت قواعد حقوق بشردوستانه بین‌المللی باشد. |

Targeting is not only the most vital, but also one of the most challenging processes during military operations. When targeting, efforts must be focused on successfully identifying and prioritizing targets at both the operational and tactical levels. Targeting issues have always been central to war, but in the 21st century, various factors have emerged to make this basic task extremely complicated. Regarding naval warfare, due to its complex and environmental nature, various outstanding issues have been raised, which are usually different in relation to land or air warfare. Therefore, it is quite understandable that naval officers have a duty to make targeting decisions in light of the rules in such a way that their decisions readily distinguish between authorized and unauthorized targets in an attack. However, the drawing of this goal, through the use of new technologies, the presence and intervention of commercial ships and other forms of irregular warfare, and the presence of civilians in the sea arena, make the belligerents adopt targeting in the light of rights. Naval warfare faces problems. Therefore, this article intends to discuss the rules of targeting by rereading the military and civilian targets in naval warfare from the perspective of international law, and by presenting educational approaches, provide the basis for their application and compliance. The research method of this article is descriptive and analytical, and the method of collecting library-reference information. The findings of the research also indicate that despite the environmental complications of naval warfare, any kind of targeting must comply with the rules of international humanitarian law. |
