چکیده فارسی مقاله
زمینه: دکترین «مسئولیت حمایت» در پاسخ به تحولات مفاهیمی چون مسئولیت اخلاقی جامعه بین الملل و اجرای ناقص مداخله ی بشردوستانه در سال 2005 در سطح جهانی مورد پذیرش قرار گرفت و به موجب آن، جامعه بین المللی پذیرفت در صورت ناتوانی یا عدم تمایل هریک از دولت ها برای جلوگیری یا مقابله با جنایات جنگی، نسل‌کشی، پاک‌سای قومی و جنایات علیه بشریت، مسئولیت هایی که بر دوش آن دولت قرار داشته، به جامعه بین المللی منتقل می گردد. تمرکز نظری مسئولیت حمایت بر روی سطح دوم این دکترین یعنی «مسئولیت دولت در برابر جامعه بین المللی» است. در واقع بخش توسعه ای «مسئولیت حمایت»، مسئول بودن دولت در مقابل یک موجودیت فراتر از دولت ها _ جامعه بین المللی _ است. از این رو، مبانی نظری دکترین مسئولیت را باید در درون مباحث نظری جامعه ی بین المللی جستجو کرد. از این رو در مقاله حاضر مسئولیت اخلاقی جامعه ی بین المللی و تکوین دکترین "مسئولیت حمایت" در بستر آن مورد بحث قرار می گیرد.
نتیجه گیری: در میان اغلب اندیشمندان حقوق بین الملل و روابط بین الملل توافق عمومی در مورد وجود یک «جامعه ی بین‌المللی» همراه با ارزش ها، مسئولیت ها، قواعد و سازوکارهای مشترک وجود دارد که در آن، دولت‌ها می‌پذیرند که نه تنها مسئولیت اخلاقی در حمایت از شهروندان خود دارند بلکه مسئولیت گسترده‌تری در تضمین حقوق بشر در هر کجای جهان نیز دارند.

Background: The doctrine of "responsibility to protect" was accepted at the global level in 2005 in response to the evolution of concepts such as the moral responsibility of the international community and the incomplete implementation of humanitarian intervention, and according to this, the international community accepted in case of the inability or unwillingness of each From governments to prevent or deal with war crimes, genocide, ethnic cleansing and crimes against humanity, the responsibilities of that government are transferred to the international community. The theoretical focus of the responsibility of protection is on the second level of this doctrine, i.e. "the responsibility of the state to the international community". In fact, the developmental part of "responsibility to protect" is the government's responsibility towards an entity beyond governments - the international community. Therefore, the theoretical foundations of the doctrine of responsibility should be sought within the theoretical discussions of the international community. Therefore, in this article, the moral responsibility of the international community and the development of the doctrine of "responsibility to protect" are discussed in its context.
 Conclusion: Among most thinkers of international law and international relations, there is a general agreement about the existence of an "international community" with common values, responsibilities, rules and mechanisms in which governments accept that not only moral responsibility in protecting their citizens, they also have a wider responsibility in guaranteeing human rights anywhere in the world.
