عنوان فارسی تبیین و اولویت‌بندی عوامل فرهنگی-اجتماعی مؤثر در مشارکت شهروندان با مأموران پلیس راهنمایی و رانندگی فراجا
چکیده فارسی مقاله زمینه و هدف: پلیس به‌عنوان اصلی‌ترین متولی برقراری نظم و امنیت در کشور، وظایف و مأموریت‌های متعددی را برعهده دارد. این نهاد معظم، برای این که بتواند در این زمینه مفید واقع شود، نیازمند مشارکت شهروندان نیز هست. بدین منظور، بایستی عوامل فرهنگی-اجتماعی مؤثر در این زمینه شناسایی و تبیین گردند. از همین رو، هدف اصلی تحقیق حاضر، تبیین و اولویت‌بندی عوامل فرهنگی-اجتماعی مؤثر در مشارکت شهروندان با مأموران پلیس راهنمایی و رانندگی فراجا است.
 روش: تحقیق حاضر از نوع کاربردی و روش تحقیق به ­کار رفته در آن، روش آمیخته که با رویکرد زاویه‌بندی هم‌زمان[1] انجام شده است. بدین‌صورت که ابتدا با استفاده از روش کیفی تحلیل مضمون، ابعاد و مؤلفه‌های اصلی شناسایی می‌شوند و سپس در فاز دوم با استفاده روش دلفی، عوامل مؤثر از دیدگاه خبرگان اولویت‌بندی می‌گردند.
یافته‌ها: مطابق با یافته‌های تحقیق، در فاز اول با استفاده از مصاحبه‌های نیمه ساختاریافته؛ 107 گزاره خام شناسایی که با استفاده از رویکرد آتراید-استرلینگ، 58 مضمون پایه؛ 16 مضمون سازمان دهنده، 4 مضمون فراگیر استخراج شدند. در فاز دوم، با برگزاری سه بار تکنیک دلفی، مشخص شد که مضامین آموزش عمومی (همگانی) و مؤثر، همکاری همه‌جانبه شهروندان، برقراری نظام هوشمند انتقادات و پیشنهادهای عمومی داری بیشترین میزان اهمیت و اولویت هستند.
 نتیجه‌گیری: از نتایج تحقیق حاضر می‌توان به این نکته اشاره کرد که با در نظرگیری عوامل فرهنگی-اجتماعی می‌توان ضمن ایجاد اعتماد، همکاری و تعامل بیشتر شهروندان؛ سایر پتانسیل‌ها و ظرفیت‌های مفقود شده را نیز کشف کرد که برای پلیس راهور، یک فرصت و ضرورت به شمار می‌رود.

عنوان انگلیسی Explanation and Prioritization of Socio-Cultural Factors Effective in the Public Participation of Citizens with Traffic Officers of IRI
چکیده انگلیسی مقاله Background and Objective: As the main guardians of order and security in the country, the police have many tasks and missions. In order for this great institution to be fruitful, it also needs the participation of citizens. For this purpose, socio-cultural factors effective in this field should be identified and explained. Therefore, the main purpose of this research is to explain and prioritize the socio-cultural factors that are effective in the participation of citizens with IRI Traffic Police Officers.
Method: The current research is of an applied type and the research method used in it is a mixed method (including two spectrums of qualitative-qualitative study) which investigates the subject with a concurrent triangulation strategy approach. In this way, first by using the qualitative method of thematic analysis, the main dimensions and components are identified, and then in the second phase, by using the Delphi method, the effective factors are prioritized from the expert’s point of view.
Findings: According to the  research findings, in the first phase using semi-structured interviews; 107 raw propositions identified using the Atride-Stirling approach, 58 basic themes; 16 organizing themes, 4 global themes were extracted. In the second phase, by holding three Delphi rounds, it was determined that the themes of "public (general) and effective education; all-round cooperation of citizens; establishment of an intelligent system of public criticism and suggestions" are the most important and priority.
Results: From the results of the present research, it can be pointed out that by considering socio-cultural factors, it is possible to create more trust, cooperation and interaction among citizens; it is also discovered other missing potentials and capacities, which is considered an opportunity and a necessity for the traffic police.
