ایران اسلامی به دلیل موقعیت ژئوپلیتیک منحصربه فرد خود، مورد هدف دشمنان است یکی از این اهداف شهرها هستند. اجرای اصول پدافندغیر عامل در طرح جامع سبب بازدارندگی شهرها خواهد شد. طرح جامع شهر عبارت است از طرح بلند مدتی که در آن نحوه استفاده از اراضی و منطقه بندی مربوط به حوزه‌های مسکونی، صنعتی، بازرگانی، اداری، کشاورزی، تاسیسات، تجهیزات و تسهیلات شهری و نیازمندیهای عمومی شهری، خطوط کلی ارتباطی و محل مراکز انتهای خط (ترمینال) و فرودگاه ها و بنادر و سطح لازم برای ایجاد تاسیسات و تجهیزات و تسهیلات عمومی مناطق نوسازی، بهسازی و اولویت‌های مربوط به آنها تعیین می‌شود و ضوابط و مقررات مربوط به حفظ بنا و نماهای تاریخی و مناظر طبیعی، تهیه و تنظیم می‌گردد. براین اساس تدوین ملاحظات پدافند غیر عامل به منظور اعمال در طرح جامع شهرهای کشور دربرابر تهدید ناهمطراز در تحقق این هدف متعالی بسیار حائز اهمیت واثر گذار می‌باشد. این تحقیق از لحاظ طرح تحقیق، در زمره تحقیقات نتیجه گرا، ازلحاظ هدف تحقیق، در زمره تحقیقات کاربردی، از لحاظ روش تحقیق، در زمره تحقیقات زمینه ای-موردی می‌باشد. به منظور گردآوری اطلاعات مورد نیاز از روش‌های کتابخانه‌ای و با استفاده از ابزارهای منابع کتب، پایان نامه و مقالات معتبرو پایگاه‌های اطلاع رسانی (سایت) معتبر علمی و مرجع رسمی و اسناد و مدارک رسمی ونیز مراجعه به خبرگان با استفاده از ابزار پرسش‌نامه می‌باشد. صاحب نظران و نخبگان شهر سازی و معماری، فرماندهان عالی نظامی و صاحب نظران دفاع غیر عامل به عنوان جامعه آماری این تحقیق هستند. یافته‌های این تحقیق پیرامون ملاحظات راهبردی پدافند غیرعامل در طرح جامع شهر برای کاهش آسیب پذیری شهر است.. |
