عنوان فارسی بررسی تأثیر سیاست گذاری فرهنگی بر موسیقی محلی گیلان
چکیده فارسی مقاله مقدمه و هدف پژوهش: هدف اصلی این پژوهش بررسی تأثیر سیاست گذاری فرهنگی بر موسیقی محلی گیلاناست. این پژوهش در پی طرح این پرسش در ذهن محقق مطرح شد که تأثیر سیاست گذاری فرهنگی بر موسیقیمحلی گیلان چیست؟ که پاسخ به این پرسش هدف این تحقیق به شمار می آید.روش پژوهش: این پژوهش بر اساس دو روش تحلیل ثانویه و مصاحبه انجام شده است. جامعه آماری در اینپژوهش، سازمان های مجری سیاست گذاری های فرهنگی در گیلان هستند که عملکرد آنها با موسیقی محلی گیلانمرتبط است.یافته ها: یافته های پژوهش نشان می دهد که عوامل متعددی در تضعیف وضعیت موسیقی محلی گیلان اثر گذار بودهاست. این عوامل عبارتند از: مدرنیته، تغییر ساختار زندگی اجتماعی و فرهنگی، دیدگاه غالب در رادیو و تلویزیون،نقش مدیران فرهنگی. همچنین با توجه به نتایج بدست آمده، نقش سیاست گذاری فرهنگی در کاهش رونقموسیقی محلی گیلان مورد تأیید قرار گرفت که به ترتیب، عواملی مانند عدم اختصاص تسهیلات کافی به موسیقیمحلی گیلان، عدم نیازسنجی موسیقیایی از جوانان، عدم تصویب قوانین اجرایی محکم در رعایت از حقوق معنویهنرمندان و عدم اختصاص بودجه کافی برای فعالیت گروه های موسیقی محلی گیلان شناسایی شده اند.نتیجه گیری: نتایج بدست آمده نشان می دهد می توان با سیاست گذاری و اقدام درست در جهت بهبود وضعیتموسیقی محلی و حفظ هویت بومی گیلان سهم بسزایی داشت.

چکیده انگلیسی مقاله Introduction and purpose: The main aim of this thesis is to study the effect and cause of Iranian Government cultural policy on Guilan Province's Folklore Music. This study addressed the following research question in mind the impact on the local music Guilan Cultural policy is? The answers to these questions, the objectives of this research are considered. Method: The method of this research is also multi-method, including some interviews with influentials people and also analysis of provided data. The population in this study, Cultural policy enforcement organizations in Guilan, Whose function is associated with the folk music of Guilan. Findings: The study shows several factors that had a deep effects on Guilan Local Music, including: cultural policy making, the modernization process in Iran, social and cultural changes, the arrival of broadcasting technologies specially Radio and TV, and the role of cultural managers. Also according to the results, The role of cultural policy in reducing the folk music of Guilan was approved Respectively Factors such as lack of adequate resources devoted to the folk music of Guilan, No need for a musical survey of youth people, Implementation of legislation in accordance with the intellectual property rights of artists, And lack of adequate funding for local groups Guilan have been identified. Conclusion: The writer at the end came to this conclusion that by revising the governmental policies towards folklore music, this dying heritage would be able to continue it's existence and be able to be a part of Iranian local and even national heritage and icon forever.
