عنوان فارسی فرهنگستان و زباهنگستان: دو بال تعالی زبانی و فرهنگی
چکیده فارسی مقاله فرهنگستان زبان و ادب فارسی پاسداری از زبان و خط را بر عهده دارد و تلاش می‌‎کند آن را از تشتّت و آسیب‌های احتمالی حفظ کند. با توجّه به نام فرهنگستان انتظار می‌رود این نهاد به بررسی فرهنگ و هویّت نیز بپردازد؛ اما بررسی اهداف، وظایف و عملکرد آن نشان می‌دهد که عمدۀ تمرکزش بر روی نقش واژگانی و زبانی است. پُرواضح است که با توجّه به رابطۀ تنگاتنگ زبان و فرهنگ، نمی‌توان از زبان سخن گفت و به فرهنگ توجّه چندانی نداشت. ازاین‌رو، در این مطالعه، مفهومی به نام «زباهنگستان» به معنای عرصه‌ای برای نمایش «زباهنگ‌ها» معرّفی می‌شود که می‌توان آن را در کنار فرهنگستان مؤثر دانست. به نظر می‌رسد فرهنگستان بیشتر رویکردی بالا به پایین، قدرت‌محور، تجویزی، تک‌صدایی و واژه‌محور دارد که بر صورتِ کلمات بیش از معنا تأکید می‌کند. در چنین شرایطی، واژگان مصوّب تنها در سطح «برون‌آگاهی» افراد باقی می‌مانند و آنان تمایل چندانی به استفاده از این واژگان در کلام ندارند. درحالی‌که در زباهنگستان، رویکرد پایین به بالا، مردم‌محور، توصیفی، چندصدایی و فرهنگ‌محور است و هر یک از افراد در جامعه، نقش مهم و مشارکتی دارند. زباهنگستان تلاش دارد با تأکید بر زباهنگ‌ها به فرهنگ مستتر در زبان دست یافته و با جایگزینی ژن‌های معیوب فرهنگی در راه تعالی فرهنگ گام بردارد. از این منظر می‌توان ادّعا کرد، افراد نسبت به زباهنگ‌ها «درون‌آگاهی» پیدا می‌کنند و نظر اکثر آحاد جامعه در تصمیم‌سازی لحاظ می‌شود. باید توجّه داشت فرهنگستان و زباهنگستان مانند دو بال تعالی زبانی و فرهنگی یک جامعه هستند که می‌توانند مکمل هم عمل کرده و به برنامه‌ریزی زبانی و فرهنگی کمک شایان توجّهی نمایند.

عنوان انگلیسی The Academy and Cultulinguia: The Two Wings of Linguistic and Cultural Excellence
چکیده انگلیسی مقاله The Academy of Persian Language and Literature is the regulatory body for preserving the Persian language and its orthography, trying to protect the Persian language from fragmentation and possible related dangers. As the name implies, the Academy of Persian Language and Literature is expected to focus on culture and identity as well. Notwithstanding this expectation, the goals, duties and performance of the academy suggest that its main focus is on its lexical and linguistic functions. It goes without saying that culture and language are inextricably linked; therefore, when you speak of language, you cannot overlook the role of culture. The present paper introduces the new concept of cultulinguia, meaning an arena for displaying cultulings (the culture within the language). Along with the academy, cultulinguia can play an effective role. The academy appears to have a top-down, power-oriented, prescriptive, monophonic, and word-centered approach, with a strong focus on the form of the word than meaning. Consequently, people may not be interested in using these words as they become exvolved in such words. Cultulinguia, in contrast, follows a bottom-up approach, which is people-oriented, descriptive, polyphonic and culture-oriented, meaning that all people within the society can constructively contribute to it. Additionally, cultulinguia tries to achieve the culture hidden in the language by focusing on cultulings and paves the way for cultural excellence by replacing defective cultural memes. Through this, people become more involved in cultulings and the views of the majority of people are taken into account when it comes to make a decision. This should be noted that the academy and the cultulinguia act like two wings for the linguistic and cultural excellence of the given society and they can complement each other and meaningfully contribute to linguistic and cultural planning.
