طراحی نقشه راهبرد برای موسسات علمی پژوهشی غیردولتی بر اساس مدل کارت امتیازی متوازن مطالعه موردی: جهاد دانشگاهی |

ارایه کنندگان کارت امتیازی متوازن، مفهوم نقشه راهبرد را در چارچوب این مدل جهت تبدیل داراییهای نامشهود سازمان به منافع قابل سنجش مطرح نمودند. نقشه راهبرد تلاش میکند راهبرد سازمان را در چارچوب روابط علّی، معلولی نمایش داده و نشان دهد که چگونه راهبرد سازمان میتواند به اهداف قابل اندازهگیری و عملیات مشخصی که واحدهای سازمانی و حتی کارکنان سازمان باید دنبال کنند، تبدیل شود. جهاد دانشگاهی به‌عنوان یکی از موسسات علمی- پژوهشی در سطح کشور جهت اجرای راهبردهای خود نیازمند تهیه نقشه راهبرد است که این مهم، چارچوب لازم برای اجرای برنامه راهبردی تدوین شده را فراهم می‌آورد. در این پژوهش پس از ارایه روش‌شناسی تبدیل راهبرد به ابعاد چهارگانه کارت امتیازی، ارکان جهت‌ساز راهبرد جهاد دانشگاهی تبیین، و یکی از راهبرد‌ها جهت طراحی نقشه انتخاب شد. در ادامه با استفاده از ادبیات موضوع، مستندات و نظر خبرگان، تعداد40 شاخص در وجوه مختلف کارت امتیازی متوازن تهیه شد که با قرار دادن در قالب یک پرسشنامه توسط مدیران جهاد دانشگاهی به نظر‌سنجی گذاشته شد. پس از آنالیز پرسشنامه‌ها با آزمون تی تک‌نمونه‌ای، 30 شاخص جهت قرار گرفتن در نقشه انتخاب، و به صورت استنباطی (به دلیل عدم وجود نمونه‌های مشابه) نقشه راهبرد منتخب جهاد دانشگاهی در حوزه آموزش و پژوهش طراحی گردید. در ادامه با استفاده از کاربرگ‌های مربوطه و مصاحبه برای هر شاخص، سنجه‌ها و اهداف کمی در نظر گرفته شد. در نهایت وضعیت یک‌ساله اول اجرای راهبرد در این نهاد به‌وسیله تحلیل شاخص‌های به‌دست آمده آنالیز و به ارایه راهکارهایی جهت اجرای موفق راهبرد و کاهش شکاف‌های موجود پرداخته شد. |

Designing Strategy Map for Nongovernmental Scientific and Research Institutions Based on Balanced Score Card Model (Case Study: ACECR) |

The researchers who proposed balanced scorecard model presented the concept of strategy map in this model for converting intangible assets to the quantifiable benefits. Strategy map tries to represent the organization’s strategy in the framework of cause and effect relationships and demonstrate how the organization’s strategy can be transformed into measurable objectives and certain operations to be followed by organizational units and the staff. To implement its strategies, the Academic Center for Education, Culture and Research (ACECR) as one of scientific and research institutes in Iran requires a strategy map to provide the basic framework for implementing the designed strategic plans. After presenting the methodology of translating strategy into four aspects of BSC, the orientation fundaments of ACECR were explained and one of the strategies were adopted for designing the strategy map in the study. Later, the related literature, references, and opinions of experts were employed to formulate 40 indicators for different aspects of balanced score card model. Afterwards, the indicators were used in a questionnaire, distributed among ACECR managers. Analysis of filled out questionnaires forms by T-test resulted in the selection of 30 indicators to be put in the strategy map, and the resultant ACECR strategy map was inferentially designed since no similar one existed. Subsequently, quantitative measures and objectives were considered for each indicator. Ultimately, after the first year of strategy implementation, the status of this institution was analyzed through the indicators concerned leading to the recommendation of some strategies for successful strategy implementation and the reduction of the exiting gaps. |
