عنوان فارسی تبیین مختصات حمکرانی خوب آموزش عالی در بخش دفاع
چکیده فارسی مقاله برابر سیاست‌های کلی خودکفایی دفاعی و امنیتی کشور ابلاغی در 1391، توسعه و تعمیق فرهنگ خودباوری، خودکفایی، نوآوری و خلاقیت در تمام سطوح و ابعاد دفاعی و امنیتی و ترویج نهضت نرم‌افزاری، تولید و توسعه علوم و فناوری و تحقیقات دفاعی و امنیتی و حرکت در مرزهای دانش با تاکید بر بومی‌سازی و روزآمدی از وظایف اصلی بخش دفاع کشور هستند. در این امتداد، آموزش عالی در بخش دفاع به عنوان زیربنای اساسی تحقق سیاست‌های مذکور قابل توجه هستند. بر این اساس، پژوهش حاضر به دنبال تبیین مختصات حکمرانی خوب آموزش عالی در بخش دفاع است. پژوهش حاضر از نظر هدف، کاربردی و از نظر نحوه اجرا، ترکیبی (کیفی و کمی) است. یافته‌ها نشان می‌دهند که مشکلات و چالش‌های اساسی آموزش عالی در بخش دفاع نیازمند اتخاذ رویکردی جامع و فراگیر است که با توجه به مضامین شش‌گانه حاصل از پژوهش حاضر شامل طراحی و پیاده سازی الگوی بومی حکمرانی خوب آموزش عالی در بخش دفاع، طراحی مجدد ساختار و فراگردهای سازمانی نظام آموزش عالی بخش دفاع، اشاعه فرهنگ تحول‌گرا در نظام آموزش عالی بخش دفاع، طراحی و پیاده‌سازی نظام جامع ارزشیابی عملکرد اعضای هیات علمی در بخش دفاع، مدیریت سرمایه انسانی در آموزش عالی بخش دفاع و بازنگری در محتوا و متدولوژی آموزش و پژوهش بخش دفاع در حکمرانی خوب آموزش عالی در بخش دفاع محقق خواهد شد.

چکیده انگلیسی مقاله The general policies of the country's self-reliant defense and security, the development and deepening of the culture of self-esteem, self-sufficiency, innovation and creativity at all levels and dimensions of defense and security, the promotion of the software movement, the production and development of defense and security science, technology, and research, and finally, movement in the boundaries of knowledge with an emphasis on localization and modernization are the main tasks of the country's defense sector. In this regard, higher education, as the basis for the implementation of these policies, is of high significance. The present study aims to explain the coordinates of good governance of higher education in the defense sector. The research is applied in terms of purpose, and the research method is a combination (qualitative and quantitative). Findings indicate that the basic problems and challenges of higher education in the defense sector require a comprehensive and inclusive approach.This goal can be realized throughthe six themesprovided by the present research in the defense sector, including: the design and implementation of a native model for good governance in education, redesigning of the structure and organizational processes of the higher education system, the promotion of transformational culture in the higher education system, design and implementation of a comprehensive system for evaluating the performance of faculty members, human capital management in higher education, and reviewing the content and methodology of education and research in the good governance of higher education in the defense sector.
