عنوان فارسی کاربست رهیافت برنامه ریزی وکالتی در طرحهای شهری ایران، نمونه مطالعاتی: طرحهای انطباق کاربری اراضی شهری
چکیده فارسی مقاله شکل‌گیری رهیافت‌های با نگرش برنامه‌ریزی وکالتی را می‌توان به وجود و تداوم نابرابری فضایی و اجتماعی – اقتصادی و شکست ساز و کارهای مرسوم برنامه‌ریزی مرتبط دانست. در ایران، برنامه‌ریزانی که به عنوان مهندسین شهرساز در غالب شرکتهای مهندسین مشاور و یا بصورت شخصی در حال فعالیت هستند، می‌توانند از تخصص خود جهت احقاق حقوق شهروندان  و مشارکت بیشتر آنها  استفاده کنند. هدف این مقاله، ضمن مرور کوتاهی بر ادبیات برنامه‌ریزی وکالتی، کاربست این رهیافت را در طرح‌های انطباق کاربری اراضی در مقیاس شهری دنبال می­کند و به این سوال پاسخ دهد که ارتباط میان طرح‌های انطباق کاربری ارضی در مقیاس شهری و نظریه برنامه‌ریزی وکالتی در سه مبحث موضوع، روشها و اهداف (ارتباط نظریه و عمل) چگونه است. روش­شناسی پژوهش، کیفی است و داده‌های کیفی در این مطالعه با استفاده از تکنیک مصاحبه عمیق و سنجه‌های غیر واکنشی(ثبت‌های آرشیوی) گردآوری شدند. جهت تجزیه و تحلیل اطلاعات و ارائه نظریه نهایی از روش نـــظریــه زمینه­ای استفاده شده است. بر اساس روش نمونه­گیری کیفی ـ نمونه‌گیری مورد نوعی و گلوله برفی و نیز معیار اشباع نظری، از نظرات سی و پنج نفر از صاحبنظران عرصه شهرسازی در این مطالعه بهره گرفته شده است و ادراک آنها نسبت سوالات تحقیق مورد بررسی و تجزیه و تحلیل قرار گرفت؛ با استفاده از روش "نظریه زمینه­ای" و کدگذاری داده‌ها، نه مقوله هسته از یافته‌های اولیه استخراج شدند. نتیجه بدست آمده از تحقیق پیش رو با توجه به مقوله هسته نهایی این است که، "طرح‌های انطباق کاربری اراضی در مقیاس شهری بسیاری از ابعاد موجود در نظریه وکالتی در شهرسازی را پوشش داده و از این رو می‌توان آن را از بسیاری جهات به عنوان بعد اجرایی و عملی نظریه برنامه‌ریزی وکالتی دانست" و پاسخ‌های بدست آمده ارتباط بین نظریه برنامه‌ریزی وکالتی و طرح‌های انطباق کاربری اراضی در مقیاس شهری را بصورت عمیق نشان می‌دهد.

عنوان انگلیسی Applying advocacy planning approach in urban plans of Iran - Case study: Urban land use adaptation plans
چکیده انگلیسی مقاله The formation of approaches with the attitude of advocacy planning can be related to the existence and continuity of spatial and socioeconomic inequality and the conventional failures of planning. In Iran, planners who work as urban planning engineers in most of the consulting engineer's companies, or in person, can use their expertise to encourage citizens to follow their legal rights and to increase their social participation. Examples can be found in plans that are intended to change the land use through the Organization of the Engineering System to eligible city planners. The purpose of the present study is to review the literature of advocacy planning and its application to urban land use adaptation plans. It also tries to show the relations between land use adaptation plans and advocacy planning theory in terms of topics, methods, and goals (the relation between theory and practice). The methodology of the present research is qualitative and data were collected through deep interviewing techniques and nonreactive measures (archival records). The field theory approach has been adopted to analyze the information and to present the final theory. Based on the qualitative sampling method of the typical case study and the theoretical saturation criterion, the views of thirty-five experts in the field of urbanization have been used in this study and their perception of the research questions have been analyzed. Using the "grounded theory" method and data coding, nine core categories were extracted from the initial findings. The result of the present study, with regard to the final core category, indicates that "urban adaptation schemes cover many aspects of advocacy theory in urban planning, and can be considered as a practical dimension in many aspects of Advocacy Planning Theory". The findings reveal the deep relationship between the theory of planning advocacy and urban land use adaptation plans.
