عنوان فارسی تحلیل نظام نوین مالی دانشگاه‌های علوم پزشکی ایران با استفاده از ماتریس سوات
چکیده فارسی مقاله سابقه و هدف: افزایش هزینه‌های درمانی در تمام نقاط دنیا، دولت‌ها را وادار به انجام مداخلات در خصوص اصلاح نظام مالی و تجزیه و تحلیل خدمات سلامت از جنبه‌های اقتصادی کرده است. مطالعه حاضر با هدف تعیین عوامل داخلی (نقاط ضعف و قوت) و خارجی (فرصت و تهدیدهای) نظام نوین مالی در دانشگاه‌های علوم پزشکی کشور ایران انجام گرفت. مواد و روش‌ها: پژوهش حاضر به صورت مقطعی در سال 1393 انجام گرفت. جامعه پژوهش مدیران و کارشناسان ارشد نظام مالی و بودجه در بخش بهداشت و درمان بودند. به منظور تعیین نمونه پژوهش از روش سرشماری استفاده شد و تمامی 20 نفر از اعضای کمیته، وارد پژوهش شدند. دیدگاه‌های استراتژیک پیرامون نظام مالی دانشگاه‌های علوم پزشکی و خدمات بهداشتی درمانی کشور در قالب مدل نقاط قوت (S)، ضعف (W) (به عنوان عوامل درونی) و فرصت (O) و تهدید (T) (به عنوان عوامل خارجی) برنامه‌ریزی استراتژیک مورد سنجش قرار گرفت. به منظور تعیین وزن و ضریب از روش تحلیل سلسله مراتبی استفاده شد. یافته‌ها: بر اساس دیدگاه شرکت‌کنندگان در پژوهش، 4 گویه به عنوان نقاط قوت و 15 گویه به عنوان نقاط ضعف، 7 گویه به عنوان نقاط فرصت و 6 گویه به عنوان نقاط تهدید نظام نوین مالی در دانشگاه‌های علوم پزشکی تعیین شدند. امتیاز نقاط قوت و ضعف در جدول SWOT برابر 98/1 و امتیاز نهائی بخش فرصت‌ها و تهدیدات 23/4 تعیین گردید. استنتاج: عوامل خارجی سهم بالاتری در شکل‌دهی نظام مالی حاکم بر بخش سلامت کشور داشتند و قدرت تاثیرگذاری بیش‌تر نهادهای خارجی را به اثبات می‌رساند. پیشنهاد می‌گردد کمیته‌های کارشناسی دائمی طراحی گردد و ارتباط مداوم نهادهای مالی بخش بهداشت و درمان با سایر نهادهای مرتبط از طریق این کمیته‌ها انجام گیرد.

عنوان انگلیسی Assessing New Financial System in Medical Universities in Iran using SWOT Analysis
چکیده انگلیسی مقاله Background and purpose: The cost of health care has an increasing trend worldwide. Therefore, governments aim at analyzing the economic aspects of health services and make interventions in improving the financial performance of health care systems. This study was conducted to assess the new financial system of medical universities in Iran using SWOT analysis. Materials and methods: This cross sectional study was done in 2013. The study population included the financial managers and experts in Iran’s health system. They were selected by census sampling and the Board of Health Budget Committee including 20 people were recruited. In order to assess the viewpoints of participants, strategic planning model was investigated using the SWOT matrix [strengths, weakness (internal factors), opportunities, and threats (external factors)]. Analytical hierarchy process was applied to weight and prioritize the items. Results: Four items in strengths, 15 in weakness, 7 in opportunities and 6 items in threats were extracted by the committee members. The score for internal factors (strengths and weakness) in SWOT table was 1.98 and the score for external factors (opportunities and threats) was 4.23. Conclusion: According to the results, external factors were found to have more effect on shaping the financial system in health care services in Iran which indicates a powerful impact of external organizations. Therefore, permanent finance subcommittees should be formed for effective and constant communication with external bodies.
