استفاده از مطالعات اجتماعی در سیاستگذاری: تجارب جهانی و دلشورههای ایرانی |

در سال‌های اخیر، محققان اجتماعی در ایران و جهان تحت فشار بوده‌اند که نتایج تحقیقات خود را کاربردی کنند، به‌نحوی که در خدمت سیاستگذاری باشد. در نتیجه، ارزش و اعتبار علوم اجتماعی در فایده آن دیده می‌شود. در این مقاله ابتدا مفاهیم پژوهش، کاربرد و سیاستگذاری بررسی می‌شوند و سپس عوامل و موانع تأثیرگذاری پژوهش بر سیاستگذاری مورد مطالعه قرار می‌گیرند. در نهایت، وضعیت خاص ایران، خصوصیات پژوهش‌های اجتماعی و سیاستگذاری و رابطه بین این دو بررسی می‌شوند. از جمله یافته‌های این مقاله آن است که 1. رابطه پژوهش و سیاستگذاری اجتماعی اغلب نامحسوس، غیرمستقیم و بلندمدت است. 2. کیفیت و موفقیت پژوهش‌های کاربردی و پژوهش‌های پایه‌ای به سرمایه‌گذاری در هر دو بستگی دارد و 3. کاربردی‌شدن پژوهش‌های اجتماعی در ایران بیش از هر چیز و پیش از هر چیز نیازمند تغییر سازمان سیاسی و اداری پژوهش در کشور است نه تغییر در سطح پژوهشگران. |

Utilization of the Social Science Research in Policy Making: The Iranian Anxieties and Global Precedents |

In recent years, social scientist have come under increasing pressure to contribute to applied, policy-oriented research both in Iran and in the global context. As a result, their success and failure is seen, increasingly, in light of their use and utility. This article critically considers the concepts of 'research', 'utility', and 'policy making'. Next, it will focus on the factors that facilitate or hinder the application of research in policy making. Lastly, it examines the historical and current characteristics of applied and policy-oriented social research in Iran. Among other things, this article argues that the connection between research and social policy making is often indirect, invisible and long term; the quality and success of both applied and basic research depends on long term investment in both types of research; and improving connections between social research and social policy in Iran depends, first and foremost, not on researchers but on change at the political and bureaucratic levels of research organization. |
