عنوان فارسی طراحی مدل ساختاردهی به بحران مالی سازمان‌ تأمین ‌اجتماعی با به‌کارگیری روش‌شناسی سیستم‌های نرم
چکیده فارسی مقاله هدف: این مطالعه به‌منظور شناسایی و ساختاردهی به بحران مالی سازمان تأمین‏اجتماعی با استفاده از روش SSM انجام شده ‏است. نتایج این پژوهش برای تعیین تغییرات در این سازمان استفاده می‌شود. روش‏شناسی: برای شناسایی و ساختاردهی مسئله از تلفیق CATWOE و روش‌شناسی سیستم‏های نرم استفاده شده است. از‌این‌رو پژوهش حاضر، پژوهشی کاربردی با منطق استقرایی-قیاسی است که نمونه یک روش آمیخته کیفی است. داده‌های پژوهش نظر خبرگان است. تعداد آنها 28 نفر است و به‌صورت‌هدفمند قضاوتی انتخاب شده‌اند. انجام پژوهش در دو مرحله اصلی انجام شده است که عبارت است از استخراج ساختار مسئله و شناسایی راهکارها. یافته‌ها: در این پژوهش، ساختار مسئله بحران مالی سازمان تأمین ‏اجتماعی (تصویر غنی) و همچنین عوامل مرتبط با آن مشخص ‏شد. همچنین مشخص شد که برای حل بحران باید چه اصلاحاتی در اقدام‌های حاکمیت و سازمان در سه زمینه سیاست‌گذاری، اقتصادی و نظارتی انجام‏ شود.

عنوان انگلیسی The SSM-based model for the financial crisis of the Iranian social security organization
چکیده انگلیسی مقاله Purpose: This study was conducted in order to identify and structure the financial crisis of the social security organization using the SSM method. The results of this research can be used to determine changes in this organization. Methodology: To identify and structure the problem, CATWOE and soft systems methodology have been combined. Therefore, the current research is applied research with inductive-deductive logic, which is an example of a qualitative mixed method. The data of the research are the opinions of experts, whose number is 28, and they were selected in a purposeful way. Research has been done in two main stages, which are extracting the structure of the problem and identifying solutions. Findings: In this research, the structure of the financial crisis of the social security organization (rich image) and the factors related to it were determined. In addition, it was found that in order to solve the crisis, reforms should be made in governance and organization measures in three areas: policy, economy and supervision.
