عنوان فارسی طراحی سازوکار کارا و انگیزه-سازگار خودتنظیمِ در نظام درآمد-هزینه استانی
چکیده فارسی مقاله نظریه طراحی سازوکار هنر طراحی و تضمین مجموعه‌ای از قواعد سیاستی و انگیزشی در محیط تعامل است که با ایجاد انگیزه درونی لازم و کافی در عوامل اجرایی، رفتارهای آن‌ها را به گونه‌ای هماهنگ می‌کند که ضمن تحقق اهداف و منافع انفرادی عوامل اجرایی، نتایج جمعی مورد نظر سیاست‌گذار و برنامه‌ریز نیز به صورت خودکار و خودافزا محقق می‌گردند. این پژوهش از نظر هدف کاربردی است و با طراحی سازوکارهای کارا و انگیزه-سازگار خودتنظیم در نظام درآمد-هزینه استان‌ها به دنبال حداکثر کردن همزمان انگیزه وصول درآمدهای عمومی استانی و کاهش عدم تعادل‌های استانی می‌باشد. از روش کتابخانه‌ای، مطالعه قوانین و مقررات و اسناد برای جمع‌آوری داده‌ها و اطلاعات سال 1401 استفاده شده و با رویکرد نطریه طراحی سازوکار مورد بررسی قرار گرفته‌اند. یافته‌های پژوهش حاضر نشان می‌دهد که با ایجاد وابستگی کامل و تضمین‌دار بین ابراز و وصول درآمدهای عمومی استان با میزان تخصیص اعتبارات تملک دارایی‌های سرمایه ای استانی و همچنین ترمیم سایر اعتبارات هزینه ای استانی و تملک دارایی‌های سرمایه‌ای انگیزه درونی کافی در استان‌ها ایجاد نمود، که حداکثر شدن درآمد و اعتبارت استان همزمان با توازن و تعادل‌های استانی عملیاتی شده و در سال اول اجرا حداقل 100 همت به درآمدهای عمومی کشور علاوه بر روند معمول اضافه می‌گردد.

عنوان انگلیسی Designing an efficient and incentive-compatible mechanism of self-adjusting in the provincial income-expenditure system
چکیده انگلیسی مقاله Mechanism design theory is the art of designing and guaranteeing a set of political and motivational rules in the interaction environment, which by creating the necessary and sufficient internal motivation in the agents, coordinates their behaviors in such a way that, while realizing the individual goals and interests of the agents, the collective results desired by the policy makers and planners are also realized automatically, self-increasingly. This research is practical in terms of purpose, and by designing efficient and incentive-compatible mechanisms of self-regulation in the income-expenditure system of the provinces, it seeks to simultaneously maximize the incentive to collect provincial public revenues and reducing provincial imbalances. The library method, the study of existing laws and regulations and documents were used to collect data and information of 1401 and they were analyzed with the approach of mechanism design theory. The findings of the present study show that by creating a complete and guaranteed dependence between the expression and collection of provincial public revenues with the amount of allocation of credits for the acquisition of provincial capital assets and also, the restoration of other provincial spending credits and the acquisition of capital assets created sufficient internal motivation in the provinces, which maximized the province's income and credit at the same time as the provincial balance and balances, and in the first year of implementation, at least 100 Hemats (thousand billion Rials) will be added to the country's general income in addition to the usual process.
